Sir E. Satow to the Marquess of Lansdowne.--(Received September 12.)

Peking, July 27, 1904

(No. 284.) My Lord,

I HAVE the honour to inform your Lordship that, in spite of the assurance of the Viceroy of Canton to Mr. Campbell that the Superintendent of Customs had been instructed to hand over the customs stations at Fatshan and Chentsun to the Imperial Maritime Customs (see my despatch No. 103 of the 24th March), the transfer has not yet been effected.

In consequence of this delay I made further representations on the subject to the Chinese Government on the 19th May.

In reply, the Wai-wu Pu informed me on the 22nd instant that they have repeatedly pressed for the transfer, and have now received a telegram from the Superintendent (the Hoppo), stating that he has come to an arrangement with the Commissioner of Customs and His Majesty's Consul, by which, after the affairs of the two stations have been put in order, they are to be transferred in the 8th moon (10th September to 8th October).

I should add that a Decree has appeared in the "Peking Gazette" of the 10th instant, abolishing the post of Hoppo, and transferring his duties to the Viceroy.
